By Decree-Law No 36/2014 the Portuguese government creates special competition for access to higher education for international students that encourages and reinforces the Portuguese universities to capture estangeiros students.
1. It is an international student the student who does not have Portuguese nationality.
2. They do not fall within the definition of international student under the preceding paragraph:
a. Nationals of an EU Member State;
b. Those who do not nationals of a European Union Member State legally resident in Portugal for more than two years, uninterrupted, on August 31 of the year they wish to enter higher education and the children living with them legally;
c. Those who require the access to higher education through the special arrangements for access and entry regulated by Decree-Law No. 393 - A / 99 of October 2, as amended by Decree-Law No. 272/2009 of 1 October.
3. They are also covered by the concept of international student foreign students who are attending a course of study as part of an international exchange program for carrying out part of it in a foreign higher education institution with whom the University Lusophone has established exchange agreement for this purpose.
